
Structural Engineer vs Home Inspector: Who Do You Call?

Florida licenses a home inspector after a 120-hour course of study and a state examination (Fla. Stat. 468.8313). It licenses a Professional Engineer after a four-year approved engineering curriculum, two national exams, and, as the Florida Board of Professional Engineers puts it, “four years of qualifying engineering experience” (FBPE). Those two paths produce two different professionals doing two different jobs.
The structural engineer vs home inspector question almost never has a “who’s better” answer. It has a scope answer. A home inspector surveys the whole house and tells you what looks wrong. A licensed structural engineer takes one system, the structure, and tells you why it’s behaving that way and what fixes it.

What’s the difference between a structural engineer and a home inspector?
The difference is scope and licensure. A Florida home inspector is licensed by the Department of Business and Professional Regulation to perform a limited visual examination of eight systems across a whole house. A structural engineer is licensed by the Florida Board of Professional Engineers to analyze one of those systems in depth and issue a sealed professional opinion on it.
Think of it as a wide survey versus a deep analysis. The inspector’s job is coverage: roof, electrical, HVAC, plumbing, interior, exterior, site conditions, and structure, usually in a single visit. The engineer’s job is diagnosis: measuring a crack, tracing the load path behind it, running the numbers, and stating what the structure can and can’t carry. Both are real licenses with real teeth, and a good inspector will be the first to tell you neither replaces the other.
What does a licensed Florida home inspector actually cover?
Florida statute defines home inspection services as “a limited visual examination of the following readily accessible installed systems and components of a home: the structure, electrical system, HVAC system, roof covering, plumbing system, interior components, exterior components, and site conditions that affect the structure” (Fla. Stat. 468.8311).
That’s a demanding list, and inspectors are held to published standards on every item. Under the structural standard, an inspector must inspect the visible foundation, floor, wall, ceiling and roof structure, posts, beams, columns, joists, rafters, trusses and other framing, and must probe where deterioration is visible or suspected (Fla. Admin. Code R. 61-30.802).
Florida also builds independence into the license. An inspector may not repair a home their company inspected, inspect a property they hold a financial interest in, or take a fee contingent on the report’s conclusions (Fla. Stat. 468.8319), and must carry at least $300,000 in commercial general liability coverage (Fla. Stat. 468.8322). Buyers across Hillsborough and Pinellas should keep using it.
What can a licensed structural engineer do that an inspector can’t?
Two things, and both are matters of law rather than skill. A PE can render a professional opinion on whether a structural system is adequate, and a PE can sign, date, and seal drawings, reports, and calculations filed for public record (Fla. Stat. 471.025). Florida’s inspection standards carve both out of the inspector’s required scope.
The carve-out is explicit: an inspector “is not required to provide any engineering or architectural services or offer an opinion as to the adequacy of any structural system or component” (Fla. Admin. Code R. 61-30.802). Note the phrasing. It isn’t that inspectors do this badly. The state simply didn’t put it in the job.
Florida reserves the practice itself, too. No one other than a licensed engineer may practice engineering or use the title in this state (Fla. Stat. 471.003), and engineering covers the “consultation, investigation, evaluation, planning, and design” of structures where public safety is involved (Fla. Stat. 471.005). One caveat worth stating plainly: some people hold both licenses, and a PE who also holds a home inspector license can wear either hat. The hats stay distinct. What makes a document engineering isn’t who wrote it, it’s the seal and the analysis behind it.
When do you need a structural engineer instead of a home inspector?
Follow the referral. Florida’s standards require an inspector to “make recommendations for correction and/or monitoring, or further evaluation of the deficiencies that the inspector observed” (Fla. Admin. Code R. 61-30.801). When a report says “recommend evaluation by a structural engineer,” that’s the system working as designed, not the inspector passing the buck. When is a structural engineer legally required in Florida?
In several situations a home inspector legally cannot substitute. The clearest is anything headed for public record. Florida reserves the practice of engineering to licensed engineers (Fla. Stat. 471.003), and final drawings, reports, and documents filed for public record must be signed, dated, and sealed by that licensee (Fla. Stat. 471.025). A home inspection report isn’t a permit document, and it can’t be turned into one after the fact.
Statutory inspection deadlines are a second category. Florida sets recurring inspection requirements for certain aging multifamily buildings, and those have to be performed by a licensed architect or engineer rather than a home inspector. That reaches a good share of Tampa Bay’s waterfront commercial and multifamily inventory. If one applies to your building, your local building department or your association’s counsel will tell you which rule governs and when it lands.
For most owners, that sealing requirement shows up at the permit counter. Structural drawings for renovations and additions, new construction, and most historic restoration work that alters original framing all have to carry a PE seal before a building department will accept them.
